Requirements and Procedures for Exporting Eggs to Hong Kong

I. Required Certifications for Exporting Enterprises

Enterprises exporting eggs must obtain two types of qualifications:

  1. General Qualification

  2. Special Qualification

General Qualification

Enterprises must be registered as import/export consignees. To apply, companies must hold a valid Business Licenseand the Foreign Trade Operator Registration Certificate issued by the Ministry of Commerce.
For businesses operating under the "multi-certificate integration" system, no additional materials are required. For others, submission of the original Customs Declaration Unit Registration Form is necessary.

Special Qualification

For egg export registration, exporters must submit a range of required documents:

  • Original Egg Export Registration Application Form

  • Animal Epidemic Prevention Certificate and Animal Health Conditions Certificate

  • Animal Health and Epidemic Prevention Procedures (covering daily hygiene management, disease prevention, and medication management)

  • Feeding Management Procedures (covering feed and additive use, live poultry entry/exit management)

  • Administrative Location Map and Farm Layout Diagram (indicating gates, poultry houses, living areas, water sources, feed storage, and medicine storage)

  • Contracts between farms, exporters, and processors (required for contract farms)

For export processing enterprises, the company must:

  • Be a legally registered food production enterprise in China intending to export.

  • Establish and implement a food safety and hygiene control system based on hazard analysis and preventive control measures, ensuring that all production, processing, and storage activities comply with Chinese laws and export food safety standards.


II. Business Process for Exporting Eggs

The export process is stringent and detailed, involving two main components:

  1. Inspection and Quarantine of Eggs

  2. Customs Declaration of Goods

1. Inspection and Quarantine

Required documents:

  • Export contract with the buyer

  • Commercial invoice

  • Packing list

  • Certificate of conformity

  • Any other relevant quality certificates

2. Customs Declaration

Required documents:

  • Contract

  • Invoice

  • Transport documents

  • Packing list

  • Import/export licenses and supporting certificates

  • Any other documents required by China Customs

Upon preparation of the above documents, the enterprise proceeds with the customs declaration process. According to the China Customs Import & Export Goods Declaration Form Specification, the enterprise must transmit the declaration form and supporting documents electronically to Customs.

If the importer/exporter declares under its own name, the declaration form must be signed and stamped by the company, along with relevant documents.
If a customs broker is appointed, a Power of Attorney signed by the importer/exporter must be provided, authorizing the broker to act on their behalf. All electronic declarations must pass Customs system validation prior to submission.


Additional Requirements for Eggs Exported to Hong Kong

According to Hong Kong regulations on the import of wild game, poultry, and eggs, eggs exported to Hong Kong must be accompanied by:

  • A valid Health Certificate

  • A Transshipment Certificate during transport

  • Written approval from Hong Kong’s food hygiene authorities

Only eggs meeting these stringent requirements are permitted to cross the border and enter the Hong Kong market.
